With a closet full of costumes, I'm always asked by friends about where and when to get them.

When: Now!
The few days after Halloween are the best time to snatch deals.

Where: Everywhere!
Actually anywhere that carries seasonal merchandises. Check discount stores(like Marshall's), super markets(like Giant), mass merchant retailers(like Target), toy stores etc... Discounts could be very heavy because the stores just want to get rid of the leftovers.
